I believe this is done using a certain game engine called MUGEN, http://en.wikipedia.org/wiki/M.U.G.E.N

u can get a lot of mugen characters including Sephiroth at esnips.com. Good luck finding his winged angel form though. The site I found it at went down.

You can find almost anybody at www.ESNIPS.COM look for anyone but sephiroth download is named seph.
