This was when the fall of the soviet empire was like only 4 or 5 years before, and the russian market had just opened up. Nowadays they can deliver good games, like S.T.A.L.K.E.R for example. but back then, things weren't that good. So bad programming, bad level design, bad voice acting, bad drawing and bad animation.
